Problems when using an alternative autotools installation

Hi,

I'm trying to configure for an alternative install of xerces-c on a machine 
where the version of
xerces-c is too old for the software we are developing and where we do not have 
root access to allow us to
install a newer version.

This machine also has very old autotools, so I've built autoconf, automake, m4, 
and libtool in order
to do the configuration.   My problem is that I'm getting this set of errors 
when using the new autotools
alternative installation when configuring the xerces-c package.

I also get these errors when I configure on my laptop using the alternative 
autotools packages.
However, I've played around on my laptop where I can install autotools packages 
into the default location
and have found I only fail the configuration of xerces-c on my laptop when I 
use the alternative autotools
packages and not when they are installed in the default locations.

So, there is apparently something wrong with my set-up for using the 
alternative install. I've been searching the
internet for clues and thought I found the answer when I found information 
about setting ACLOCAL_FLAGS:
         ACLOCAL_FLAGS=-I /opt/newest_autotools_root/share/aclocal
But that didn't make any difference.

The searches for information on the internet pointed to gettext and 
gettext-devel needing to be
installed.  However, these packages are installed on my laptop where I can 
reproduce the problem I'm
seeing on the machine where I don't have root privileges.

SOME EXPERIMENTS I RAN as stated above:

When I try to bootstrap libcbtf-xml I see the bootstrap problem (autoconf?) 
when using the alternative location autotools root.
The autotools root has versions:
    autoconf - 2.65
    automake - 1.11.1
    m4       - 1.13
    libtool  - 2.2.6b

I can bootstrap on my laptop successfully w/o the autotools_root and I have 
these versions installed:
    autoconf - 2.63
    automake - 1.11.1
    m4       - 1.12
    libtool  - 2.2.6-11

So, I redid the autotool root components to match the versions in my install 
and loaded the module.  Still get the errors below.


So, then I upgraded the versions of the autotools root to:
    autoconf - 2.68
    automake - 1.11.1
    m4       - 1.15
    libtool  - 2.2.10

Still fails as below but autoconf is putting out a lot more messages about what 
is going on but the errors are still there as well as the warnings.

    configure:15501: error: possibly undefined macro: AC_LIB_RPATH
    configure:15514: error: possibly undefined macro:
AC_LIB_WITH_FINAL_PREFIX
configure:15858: error: possibly undefined macro: AC_LIB_APPENDTOVAR


I'm just checking to see if anyone might have any ideas on this.  So far, I'm 
not able to find
the correct solution on the internet. Does anyone have any thoughts/ideas on 
how to solve the problem?
Almost seems like something is missing in the autotools module where I setup 
LD_LIBRARY_PATH and BIN, and now recently ACLOCAL_FLAGS,
variables.  Are there other variables that should be set?

I've inserted the contents the key files mentioned above into this email 
(below).

Any help would be greatly appreciated!
