We're still tied up waiting for the FSF lawyers to clarify the license
exception.  I suppose that we could downgrade all the files back to GPLv2+
plus exception, just to do a release, but that seems a bit hackish.
Meanwhile, we still have some testsuite failures that need to be resolved
before a release is possible.
