Hmm...  I won't comment on the comment from the OpenBSD make about $<
since I don't have any idea.

Personally to get past this I would compile[1] up gnu make and use it.
It compiles easily and is a single program so can install anywhere
easily.  Then use gnu make[2] for the build.
