Missing template problem

If I have a AC_DEFINE instead an if statement it is not getting seen by
autoheader. Here is the code:

Autoheader (v. 2.53) is reporting:

autoheader: missing template: HAVE_GETPW_DECLS

I am trying to get rid of the old acconfig.h and put the information
into either the configure.ac or m4 files.
