Of course you should use cygwin :-) but you don't need to get it just
for tab completion.  Set in your registry
\HKEY_LOCAL_MACHINE\Software\Microsoft\Command Processor\CompletionChar
to 9, and tab will do its usual trick in the "cmd" windows.
