Not if you look at Autoconf as a library - then it comes before the
copyright. Since a lot of the code in the configure script comes directly
from "The Autoconf Library", I don't see why we couldn't use that clause
in the Standards. Maybe "built with GNU Autoconf AC_ACVERSION" is a
better line in that respect?
