But since you have two different repositories, one can be:
git config alias.send push
while the other is the more complex
git config alias.send '!hook && git send "$@"'

Then you just always use 'git send', and the current repository controls
what actions it takes.

Yes, it sounds nice; unfortunately I'm not a git developer, so I don't
know how long it will be before a git release includes something like it.
