Move the preselections

Hello,
I suggest the following changes in the Autom4te config:

1) I think that the language "Autoconf-without-aclocal-m4" does not
need any preselections; it is run once by the aclocal command, and
the few macros which has to be traced are given as the arguments to
that call. I guess this will make autom4te.cache/traces.0 on a
typical build shorter.

2) Moreover, I think the Autoscan-preselections should be dropped
from the Autoconf language. In the vast majority of situations,
Autoscan in not used. So in a typical build, this will make
autom4te.cache/traces.1 shorter, possibly speeding up the autom4te
run.

Patch attached; OK to commit?

Actually, I'd also like to drop the definition of language
"Autoscan-preselections". Can I do that, too?

Have a nice day,
        Stepan
