AC_DEFINE cleanup

Hi,
  about two weeks ago, I was staring at the sources of AC_DEFINE
and AC_DEFINE_UNQUOTED, and wasn't able to see the difference.
I had to use diff to find it.

Attahced please find a patch, which merges the common code, thus
making the difference more visible.  I have also simplified, the
m4_if macro call and removed the unnecesary quadrigraph.

I have verified that the patch doesn't break make check (using
2.59b tarball).

Have I missed something?
