    Work with M4 1.6 change to FIFO m4wrap.
    
    * configure.ac (m4_wrap): Allow bootstrapping with autoconf 2.59.
    * lib/m4sugar/m4sugar.m4 (m4_wrap): Force LIFO m4_wrap behavior
    for 2.59 (2.60 already handles FIFO behavior).
