In my Emacs configuration I use the raise-frame-client function
suggested in the patch attached to
https://lists.gnu.org/archive/html/bug-auctex/2013-04/msg00004.html
that relies on wmctrl, but in my case (Debian) I had to manually
install that utility because it wasn't there by default, so I don't
think it's a good idea relying by default on such external tools that
aren't likely to be available.
