I can't reproduce that, too. With a fresh emacs 24.5 with just auctex
11.88.9 installed, finding a texi file works just fine, no matter if
that's the first or another file. And directly after startup, `C-h f'
also completes `TeX-texinfo-mode' and tells that it's an autoloaded
interactive function.
