Hm, so there seems to be everything in place.  What does a direct call
of the synctex executable return in your case?  You can use something
like the following command line:

synctex view -i 10:1:file.tex -o file.pdf

Just replace "10" with the line number you actually want to check and
"file" with the respective file name.
