FYI, I noticed that there are certain amount of mentions about filling
of code comments and paragraph commands in auctex.texi, at the node
"Filling":

| There are some syntactical constructs which are handled specially with
| regard to filling.  These are so-called @dfn{code comments} and
| @dfn{paragraph commands}.

However, it still doesn't discuss about the treatment of \\ during
filling.
