CONTRIBUTE instructions in Emasc
(http://git.savannah.gnu.org/gitweb/?p=emacs.git;a=blob;f=CONTRIBUTE;hb=HEAD)
explain that you write the ChangeLog entry in the usual way and then
you copy it to the commit message (that's what we always do anyway),
it's just that the ChangeLog file is not under version control, and
annoying conflicts are avoided.
