If the text was
"If you distribute a modified version of the DLL"
you would be right IMO, but it reads
"If you distribute a (possibly modified) version of the DLL"
This sounds to me like:
It is possible to modify the cygwin1.dll, but regardless if you did so,
you have to provide the source code.
I am neither a lawyer nor a member of cygnus/redhat, but I found a
reply from a cygwin FAQ maintainer regarding this subject:
