[Xlog-discussion] xlog-1.3.1 released

As promised, the first translation update and bugfix release of the 1.3
series:

  * Updated spanish translation by Jaime, EA4TV.
  * Updated french translation by Jean-Luc, F5IBH.
  * Czech translation by Jan Straka, OK2JTB.
  * Fix building when hamlib not present. Thanks Matt, GW0VNR.
