There already are checks in the confuguration script, which are
done when you run './configure' with the '--enable-docs' options.
In that case it's tested if the programs necessary for creating
the PDF and HTML documentation are available on the system.

If the '--enable-docs' option is present when running './configure'
all of the documentation gets build as far as possible (i.e.
everything of it for which the required programs were found).

On the other hand I wouldn't like to keep people from creating
the documentation "manually", i.e. by running e.g. 'make pdf'
from within the 'docs' directory just because for some reasons
of theur own did run './configure' without the '--enable-docs'
option or if they installed the necessary programs only some
time later.

Thus running 'make html' or 'make pdf' from within the 'docs'
directory should now be considered to be for "specialists use
only" (but still be possible with the least possible hassle) -
the way to create the documentation is now to add the '--enable-
docs' option when running './configure' which hopefully gets it
right.

On your newer system, where everything necessary seems to be
installed the documentation should now be built automatically
(as long as you pass '--enable-docs' to './configure') while
on the older system, where something seems to be missing, you
would get a warning from './configure', telling you which
program(s) aren't available (in the case of the PDF docu-
mentation you need 'texi2dvi' and either ''pdflatex' or
'pdftex' while for the HTL documentation 'texi2html' must
be present - if they aren't you'll get told so).

Does this sound acceptable?

I'm just fiddeling with that part of the build system again
to make it more robust and may make another pre-release
(with those changes only) in a short while.
