Maybe it is just a cut/paste of the way the demos are handled,
whatever is currently done for the demos directory, do also
for the testing directory.

Eg, an entry for testing/Makefile in AC_CONFIG_FILES,
and maybe an AC_ARG_ENABLE option --enable-testing

Should be simple, so long as configure doesn't have to test for any
capabilities not already used...
