+uncooperative people to convert the program into
+&lt;a href="/philosophy/categories.html#ProprietarySoftware"&gt;proprietary
+software&lt;/a&gt;.  They can make changes, many or few, and distribute the
+result as a proprietary product.  People who receive the program in
+that modified form do not have the freedom that the original author
+gave them; the middleman has stripped it away.
+&lt;/p&gt;
+
+&lt;p&gt;
+In the &lt;a href="/gnu/thegnuproject.html"&gt;GNU project&lt;/a&gt;, our aim 
is
+to give &lt;em&gt;all&lt;/em&gt; users the freedom to redistribute and change 
GNU
+software.  If middlemen could strip off the freedom, we might have
+many users, but those users would not have freedom.  So instead of
+putting GNU software in the public domain, we &ldquo;copyleft&rdquo;
+it.  Copyleft says that anyone who redistributes the software, with or
+without changes, must pass along the freedom to further copy and
+change it.  Copyleft guarantees that every user has freedom.

+When we explain to the employer that it is illegal to distribute the
+improved version except as free software, the employer usually decides
+to release it as free software rather than throw it away.

+To copyleft a program, we first state that it is copyrighted; then
+we add distribution terms, which are a legal instrument that gives
+everyone the rights to use, modify, and redistribute the program's

+distribution terms are unchanged.  Thus, the code and the freedoms

+Proprietary software developers use copyright to take away the users'

+Copyleft is a general concept; there are many ways to fill in the

+The appropriate license is included in many manuals and in each GNU
+source code distribution.

+The GNU GPL is designed so that you can easily apply it to your own

+GPL, so that you can copy code into another program covered by the GPL.

+&lt;p&gt;The GNU Affero General Public License is a modified version of the
+ordinary GNU GPL version 3.  It has one added requirement: if you run
+the program on a server and let other users communicate with it there,
+your server must also allow them to download the source code
+corresponding to the program that it's running.  If what's running
+there is your modified version of the program, the server's users must
+get the source code as you modified it.&lt;/p&gt;
+
+&lt;p&gt;The purpose of the GNU Affero GPL is to prevent a problem that
+affects developers of free programs that are often used on
+servers.&lt;/p&gt;
+
+&lt;p&gt;Suppose you develop and release a free program under the ordinary
+GNU GPL.  If developer D modifies the program and releases it, the GPL
+requires him to distribute his version under the GPL too.  Thus, if
+you get a copy of his version, you are free to incorporate some or all
+of his changes into your own version.&lt;/p&gt;
+
+&lt;p&gt;But suppose the program is mainly useful on servers.  When D
+modifies the program, he might very likely run it on his own server
+and never release copies.  Then you would never get a copy of the
+source code of his version, so you would never have the chance to
+include his changes in your version.  You may not like that
+outcome.&lt;/p&gt;
+
+&lt;p&gt;Using the GNU Affero GPL avoids that outcome.  If D runs his
+version on a server that everyone can use, you too can use it.
+Assuming he has followed the license requirement to let the server's
+users download the source code of his version, you can do so, and then
+you can incorporate his changes into your version.  (If he hasn't
+followed it, you have your lawyer complain to him.)&lt;/p&gt;
+
+&lt;p&gt;Both the ordinary GNU GPL, version 3, and the GNU Affero GPL have
+text allowing you to link together modules under these two licenses in
+one program.&lt;/p&gt;

+&lt;p&gt;One problem which the GNU Affero GPL does not address is the
+problem of Software as a Service (SaaS).  It is impossible, as far as
+we know, to address this problem with a software
+license. &lt;a href="/philosophy/who-does-that-server-really-serve.html"&gt;
+[1] &lt;/a&gt;&lt;/p&gt;
+
+&lt;p&gt;SaaS means the use of someone's network server, by others, to do
+work which is their own computing.  They have to send their data to
+the server, which does their computing for them, and sends the results
+back to them.  SaaS is a problem because the users cannot control the
+computing which the server does for them.&lt;/p&gt;
+
+&lt;p&gt;If some program on this server is released under the GNU Affero
+GPL, it requires that the users have a way to download the
+corresponding source of that program.  That is good, but having this
+source code does not give them control over the computing the server
+does for them.  It also does not tell them what other software may be
+running on that server, examining or changing their data in other
+ways.&lt;/p&gt;

+The GNU Project has two principal licenses to use for libraries.  One
+is the GNU Lesser GPL; the other is the ordinary GNU GPL.  The choice
+of license makes a big difference: using the Lesser GPL permits use
+of the library in proprietary programs; using the ordinary GPL for a
+library makes it available only for free programs.&lt;/p&gt;
+&lt;p&gt;
+Which license is best for a given library is a matter of strategy, and
+it depends on the details of the situation.  At present, most GNU
+libraries are covered by the Lesser GPL, and that means we are using
+only one of these two strategies, neglecting the other.  So we are
+now seeking more libraries to release &lt;strong&gt;under the ordinary 
GPL&lt;/strong&gt;.&lt;/p&gt;
+&lt;p&gt;
+Proprietary software developers have the advantage of money; free
+software developers need to make advantages for each other.  Using the
+ordinary GPL for a library gives free software developers an advantage
+over proprietary developers: a library that they can use, while
+proprietary developers cannot use it.&lt;/p&gt;
+&lt;p&gt;
+Using the ordinary GPL is not advantageous for every library.  There
+are reasons that can make it better to use the Lesser GPL in certain
+cases.  The most common case is when a free library's features are
+readily available for proprietary software through other alternative
+libraries.  In that case, the library cannot give free software any
+particular advantage, so it is better to use the Lesser GPL for that
+library.&lt;/p&gt;
+&lt;p&gt;
+This is why we used the Lesser GPL for the GNU C library.  After all,
+there are plenty of other C libraries; using the GPL for ours would
+have driven proprietary software developers to use another&mdash;no problem
+for them, only for us.&lt;/p&gt;
+&lt;p&gt;
+However, when a library provides a significant unique capability, like
+GNU Readline, that's a horse of a different color.  The Readline
+library implements input editing and history for interactive programs,
+and that's a facility not generally available elsewhere.  Releasing it
+under the GPL and limiting its use to free programs gives our
+community a real boost.  At least one application program is free
+software today specifically because that was necessary for using
+Readline.&lt;/p&gt;
+&lt;p&gt;
+If we amass a collection of powerful GPL-covered libraries that have
+no parallel available to proprietary software, they will provide a
+range of useful modules to serve as building blocks in new free
+programs.  This will be a significant advantage for further free
+software development, and some projects will decide to make software
+free in order to use these libraries.  University projects can easily
+be influenced; nowadays, as companies begin to consider making
+software free, even some commercial projects can be influenced in this
+way.&lt;/p&gt;
+&lt;p&gt;
+Proprietary software developers, seeking to deny the free competition
+an important advantage, will try to convince authors not to contribute
+libraries to the GPL-covered collection.  For example, they may appeal
+to the ego, promising &ldquo;more users for this library&rdquo; if we
+let them use the code in proprietary software products.  Popularity is
+tempting, and it is easy for a library developer to rationalize the
+idea that boosting the popularity of that one library is what the
+community needs above all.&lt;/p&gt;

+But we should not listen to these temptations, because we can achieve
+much more if we stand together.  We free software developers should
