+Un proyecto de ley que está siendo considerado actualmente en Uruguay,
+nos hizo dar cuenta a la Free Software Foundation de un punto
+importante que faltaba a nuestra lista de recomendaciones sobre
+políticas gubernamentales en favor del software libre.  El proyecto de
+ley establece que cuando desde el Estado se desarrolla o contrata
+desarrollo de software, se requiere que la solución pueda ser
+desarrollable en un ambiente 100% constituido por software libre.

+Este requerimiento evita problemas que realmente pueden suceder. Aunque
+el código fuente de la solución sea entregado como Software Libre, y que
+pueda correr en una plataforma GNU/Linux 100% libre, aún puede estar atado
+de otras formas.

+Por ejemplo, la generación de su código fuente podría requerir un programa
+no libre. Incluso editar su código fuente podría requerir un programa no
+libre. Ambos problemas pueden ocurrir al usar una IDE propietaria, lo cual
+crearía obstáculos adicionales a la migración del Estado hacia software
+libre. Es sabio y correcto que la ley excluya estas formas de desarrollo de
+soluciones informáticas para el Estado.

+Tomando esto en consideración, la FSF ha actualizado sus recomendaciones
+para las políticas gubernamentales, sugiriendo que los contratos requieran
