Log message:
        Specify license names in a better way; formatting improvements RT 
#767742.
        
        Use more precise lists of licenses in rules for publishing ("GNU 
licenses"
        for translations.html and specific license name for other pages).
        
        Use the name of the specific license rather than the GNU GPL when
        the page is dedicated to single license.
        
        s|<em>language</em>|<tt>language</tt>| (<em> doesn't combine well
        with current <blockquote> style).
        
        Fix GCC RLE name: s/GNU \(Runtime Library Exception\)/GCC \1/
