Log message:
        (NO WARRANTY): do not use @iftex and @ifinfo; then
        the text does not appear at all in any other
        format.  Also, we shouldn't use @heading in
        the middle of a list.  Replace with simply:
        @center @b{NO WARRANTY}
        
        (END OF TERMS AND CONDITIONS): as before, do not
        assume tex and info are the only output formats.
        Reduce to simply @subheading.
        
        These formatting changes do not (of course) affect
        the text of the license in any way.
