<!-- Instructions for adapting this boilerplate to a new project: -->

<!-- 1. In the line above starting "Parent-Version:", remove the
"$Revision...$" from around the revision number,
leaving just Parent-Version: and the number. -->

<!-- 2. Replace "baz" with the name of your project.
        You should be able to do this with search and replace;
making sure that the search is case insensitive and
that the case of the replacement matches the case
of the string found. In Emacs, query-replace will do this
        when case-fold-search and case-replace are both non-nil
and both search and replacement string are given in lower case. -->

<!-- 3. Of course update the actual information according to your project,
such as mailing lists, project locations, and maintainer name. -->

merging future changes to the boilerplate with your file:

<h2>How should governments promote free software?</h2>

<ul>
<li>Educational activities must teach only free software, and also teach
the civic reasons for insisting on free software.</li>

<li>State entities must migrate to free software, and must not
install, or continue using, any nonfree software except under a
temporary exception. Only one agency will have the power grant these
temporary exceptions, and only when shown compelling reasons. This
agency's goal should be to reduce the number of exceptions to zero.</li>

<li>When a state entity pays for development of a computing solution,
the contract must require it be delivered as free software and be
capable of running on a 100% free environment. All contracts must
require this, so that if the developer does not fulfill this
requirement, it will be illegal to pay the developer.</li>

<li>Whenever a state entity distributes software to the public,
including Javascript or applets distributed by its web sites, it must
be distributed as free software, and must be capable of running on a
100% free environment. No exceptions to this should be allowed.</li>

<li>State entity web sites and servers must be designed to work well
with 100% free environments on the user's computer.</li>

<li>State entities must use only file formats and communication
protocols that are well supported by free software, preferably with
published specifications.</li>

<li>When a state entity buys computers, it must choose among the models
that come closest, in their class, to being capable of running without
any proprietary software.</li>

<li>The state must invite other states (nationally and internationally)
to join in negotiating, collectively, with manufacturers, so as to
bring about the sale to the public (not solely to this state) of
suitable hardware products, in all pertinent product areas, that
require no proprietary software.</li>
