Removed files:
        server/standards: GNU.folks.html 

Log message:
        The web server itself is now maintained by hired system administrators.
        Volunteers are now listed under /people/ in the relevant file.  ~www and
        the file GNU.web-folk.html were, I believe, once on the prep server,
        which is no longer accessible since July 2003, and therefore no longer
        relevant to volunteers.
