Details:

I'd like to see a config option for specifying a default kick reason if not
explicitly specified in a /kick command. This should be easy to implement,
since we already have that for /part and /quit. If no default reason is
specified and no explicit reason either, WeeChat should probably use the
current behavior. (I think that's sending no kick reason to the server, but I
might be wrong.)
