Details:

PART messages are ignored on IRC Undernet server when there is no reason,
because channel is prefixed by colon. So nick is not removed from nicklist,
and PART is not displayed on channel.

On undernet, PART without message is:
  :address@hidden PART :#channel
On other servers:
  :address@hidden PART #channel

WeeChat should just ignore ":" before channel name.

Problem was reported by Ratler on #weechat.
