You're right, this request didn't make it into the sources. I've added a
respective comment to tramp-sh.el (Tramp repository, will land in Emacs
repository next merge).
Whether there's a chance to implement next time I don't know. I have
been focussed on a mosh-based solution, but maybe it's time to give up,
and investigate alternatives.
