[Tlf-devel] Upload tlf-0.9.11 with cwdaemon-0.8 support

- Added :SCVOLUME command to adjust sidetone volume online.
- Changed Weight range to  (-50 ... +50).
- Changed auto-cq delay to 1/2 second increments (message + delay !!).
- Updated cty.dat file (11/15 version)
- Added usa_canada_states file e.g. for arrl_10m contest
