[Texmacs-dev] unused code in encoding.cpp

I noticed that encoding_rep::encode and encoding_rep::decode are not being 
used.  The child classes override these methods and none of them are used 
anywhere in the code (at least in the Windows version).

I am able to recompile the Windows version after taking these functions  out.

Should we remove them from the codebase?
