Hello,

Another tricky question.

For a manual like

 @node Top

 @menu
 * First::
 @end menu

 @node First
 @chapter chap

and with USE_NODE = 0 (which is not the default, but is the default in the
texi2html mode, meant to be more book-like), the following happens:

* the Top node ends up in the same element as the sectioning command and
  second node (called `First' here)
* the node_up of the First node is the Top node, the up for the element is
  therefore itself since both nodes are in the same element
* the header appears at the same place as the Top node (even before the
  Top node), but points up to the first sectioning element which is below.

Is it right or wrong?  It is not a theoretical case, as it comes
from the Singular manual which is the manual which lead the development of 
texi2html when Olaf was the maintainer.  The original texi2html code lead
to the Top node to be in a separate element.  When doing tp, I changed this
to avoid special cases.

My opinion would be not to change that.  If user wants a separate element
for the @node Top, he should simply add a @top.
