Summary:  problems with proxy support and apt.conf

Original Submission:  Proxy support is all or nothing. I am not able to specify 
use proxy for http requests but go direct for ftp requests. Could synaptic 
changed to allow proxying on a protcol basis. For example if the ftp proxy host 
was empty or null and the port was 0 go direct.

apt-get is able to do this by just specifying a http proxy in apt.conf and will 
use that for http sources in sources.list but will go direct for ftp sources. 
Synaptic used to be able to pick up this from apt.conf but has stopped doing so 
recently. Possibly since the proxy support was integrated into the gui 
preferences.

I attached a patch should should fix this problem. it would be great if you 
could test it (it's against our current trunk repoistory in subversion). If you 
have problems downloading or building the latest version with subversion via: 
"svn checkout https://oops.kerneljanitors.org/repos/synaptic/trunk " then I can 
build a debian package for you (sorry no rpm as I only have debian).

Thanks for your bugreport. I'll look into it now. I'm sorry that I didn't 
answered earlier but savannah didn't send me a notification that there are new 
bugs waiting :/
