That greatly depends on how the SWF was created.
If it's a very simple SWF (like in something that was created
by pdf2swf), then you can use swfrender, which is in the source
package of swftools. Then again, if it was created from PDF, then
you might as well use pdftoppm.
Probably other Flash Open-Source projects (like Gnash) have some
more sophisticated utilities for more complex SWF files.
