here is the as3corelib project home page http://code.google.com/p/as3corelib/
this lib includes classes to convert bitmapdata to jpeg
you can send it to the server as a standard file upload

Depends on the SWF file. swftools contains a very simple swfrender
utiltity which can create such a screenshot for *some* SWFs.
There's also the GPL Flash Player http://www.swift-tools.com/Flash/
which can render SWFs, and I suppose Gnash might have such a tool, too.
