No, with pdf2swf, you can only convert to SWF.
There are some third-party applications which claim to be
able to convert from SWF->FLA, though. I haven't tested them,
so I can't say whether this works with the pdf2swf SWFs.

Buttons will generally be converted to SWF, too.
