OK, I reported the problems with cpp to RedHat, and they agreed and
fixed them. So now I can build RPMS for the newest swarm snaps and make
them available to you.

I do not believe it is vital for you to upgrade gcc/cpp in order to use
these rpms, unless your code has some explicit usages of raiseEvent that
pass through arguments. If you do that, you need to get the new ones.

How to get the new gcc and cpp? you ask.

In the so-called RawHide distribution, RedHat now provides gcc-2.96-60
and accompanying cpp and libstdc++ and libgjc. You see their rawhide if
you look around in ftp://rawhide.redhat.com. You also see a rawhide
directory if you enter their tree inother places. RawHide might be
described as "new stuff we have since our last major release". They
don't put these into the updates directory for the regular distribution,
on the grounds that these fixes/changes are irrelevant to most users.
