build Swarm without emacs?

Hi again,

up until some time it was possible to build Swarm without having Emacs
on the machine by tweaking Makefiles etc.  Now, with the 08-21 build,
this doesn't seem to be possible anymore (e.g. since 
src/SwarmEnvironment.h needs SwarmEnvironment_Getters.h which itself
is generated using Emacs code).

I'll grudgingly install Eleven Megabytes And Constantly Swapping
but would have liked a hint in this direction.  Maybe, if you say
the above is correct, I'll submit a configure patch...
