You can resolve that by getting the latest DLLs and .jar file from
ftp://ftp.swarm.org/pub/swarm/binaries/w32/2.1.1-fixes
(They go in /Swarm-2.1.1/bin and /Swarm-2.1.1/share, respectively.)
