No. tclobjc was subsumed into the Swarm release by then, so it's not
the installation of tclobjc-1.4 that's causing your problem. I did not
have any similar problems when I installed Swarm 1.4.1.
My guess is it might be worth trying sticking a link in tkobjc to
TkInterp.h and seeing if you can compile something like heatbugs
successfully.
