I've just been informed that we're unable to leave our
incoming ftp directory open because it will be used by 
unauthorized people to transfer and store data.

So, for now, the user contrib process is broken.  We'll
either have to use uuencode/ship/pgp or I may find another
site to serve as a temporary buffer.
