[STUMP] Time fix

Hello, I've been customizing my mode-line and found a little typo in
time.lisp.

The problem is that (time-12hr-time) and almost all the other time
related functions return the formated timestring with the month number
in the place of minutes.

Since it makes more sense to have %m as minute and %M as month I chaged
the translation table rather than the functions.
