[PATCH 1/1] added configuration option for building tests

I would vote against this patch.

The tests are not designed to test the installed speech dispatcher, but
the one that was just built.  They also use the
just built version of the C api, which may be different from the
installed version.  They should not be installed by "make install",
and if you use this setup they will be.

I will be sending the patch shortly that enables the
tests for "make check".
