No.

Espeak doesn't change pitch, but Orca does, so the espeak's indication
is a little redundant in this case.  It might be a good idea to allow
switching it off.

I'd prefer 2. since it should be set once for all espeak voices and it
seems too specific to be controlled by Speech Dispatcher.

Also note, that the change suggested in
https://bugzilla.gnome.org/show_bug.cgi?id=440114 would work around this
problem, since it would verbalize punctuation character names within
Orca and send them to the speech system as ordinary text.
