Hi Stephan,

Please note that there is no requirement at all to provide any content
on port 80 for hkp, so pool.sks-keyservers.net could easily result in
service not available. This is also why the p80. subpool exists for
users behind company firewalls blocking 11371.

Would you mind elaborating on how a lack of index page on the web
interface can be a showstopper? I'd expect most average users to only
use the keyservers through their chosen openpgp implementation.
