I have then implemented[1, 2] a working prototype of an updated
version of [0] taking into account response-times as measured from 3
different locations in Europe (I welcome more, if anyone is up for
running a measuring client[3, 4]).

Currently weights are only created for an EU pool, but this approach
should make it easier to also create other geographical pools (only
clients needs to be installed, instead of a full mirror of the site)

Bandwidth adjustments are currently not implemented.

My test server can be accessed at [5].
