[Sks-devel] wiki updates

The http://code.google.com/p/sks-keyserver/wiki/Peering page now
suggests using an HTTP reverse proxy and provides an example
configuration based on DKG's configuration.

I've also added:
  http://code.google.com/p/sks-keyserver/wiki/KeydumpSources
which takes the list from http://www.keysigning.org/sks/ and updates it,
adding http://key-server.org/dump and removing a defunct site.  If
anyone else is making keydumps publicly available, it's going to be
easiest to just drop a comment on that page.
