I think "sks build" is enough to create a valid KEY database (not the
PTree).  After that you can start the sks server with "sks db" and add
keys to it with "gpg --keyserver hkp://localhost --send 12345678".

For the synchronisation part of SKS you need to build the PTree with
"sks pbuild" (be sure to shutdown the db server first).  You can then
start the recon server with "sks recon".

I think this message is due to malformed entries in your membership
file, not malformed keys.  It is probably *not* the reason your daemons
are not starting.

All this is with no configuration files.  Depending upon your
configuration things may be different.
