I'd never heard of Arch before now actually... I'd been waiting for Subversion to hit 1.0 before switching all of my own stuff from CVS. It looks like Arch has a lot of very nice features. If you're confident that it's reliable and mature, it sounds like a good change.

The main reason I'm considering arch is that (a) it is easier for me to
host, so I won't have to depend on Savannah or another external
provider, and (b) arch allows for a distributed development model, so
that I can export my archive read-only to the world, and others can do
modifications of their own.  Those modifications can then be merged back
into my main branch, or can be maintained locally pretty easily.

Anyway, I'd be interested in feedback before I make the change.
