Joonas Paalasmaa has created the initial Window port,
he left a suggestion for DLL loading problems:

Have you tried the suggested dependency walker?

but I guess that is where you were coming from.

You could try the gtk installer from the gladewindows project
as suggested on
http://www.pcpm.ucl.ac.be/~gustin/win32_ports/pygtk.html
