Why can't configure find my python?

Here are a couple commands and their outputs.

../cvs0605/configure --prefix=/usr/local/sim
...
AVR_GCC=avr-gcc
AVR_LIBBFD_INC=/usr/include
AVR_LIBBFD_LIB=/usr/lib/libbfd.a
AVR_LIBIBERTY_LIB=/usr/lib/libiberty.a
PYTHON=
TCL_WISH=/usr/bin/wish

grep ython *.log
configure:20369: checking for python >= 2.1.1
_cv_python_211=yes
SWIG_PYTHON_OPT='-python'

Note the python value from configure.
address@hidden b0605]$ which python
/usr/bin/python

What is  going on?
